The Whitby sidewalk rule and your quote
The Town of Whitby requires property owners to clear ice and snow from all sidewalks and walkways bordering their property within 24 hours after a snowfall, under what the Town now calls its Clean Community Bylaw. Failure to comply may result in the Town clearing the snow and charging the owner for the service. Depositing snow, ice or slush onto the street is prohibited, as is blocking sightlines or hydrants. The Town clears Town roads and Town sidewalks to Ontario's Minimum Maintenance Standards. Whitby runs a free Snow and Windrow Clearing program for residents 65 and over or with a disability who have no one under 65 able to help; it covers only the public sidewalk, cleared at 5 cm or more, and the plow windrow at 10 cm or more, typically starting about 36 hours after the snow stops, and never private walkways or ice.

Whitby proper is a mix of older lakeshore streets around Port Whitby with narrow lots and long walks, and newer subdivisions north of Rossland with wide two-car driveways and sidewalks on every street. Brooklin, on the north edge, is newer still and open to the wind off the fields, so drifting refills a cleared driveway faster than the snowfall total suggests.
