Oshawa's Winter Access By-law 92-2009, consolidated and amended to By-law 186-2022, requires owners to clear the sidewalk in front of and alongside their property by midnight after the first day the snowfall has ended; commercial properties have until midnight of the day following the end of the snow event. Administrative penalties are $75 for a first offence, $175 for a second within the same calendar year and $275 for subsequent offences, plus the City's cost if it clears the sidewalk itself. The City maintains about 160 km of sidewalks, over 500 km of primary roads and 765 km of residential roads. Windrow clearing is the owner's responsibility. Snow must be piled on your own property, not the roadway, and on-street parking is prohibited during operations and from 2 to 6 a.m. between December 1 and April 1. Oshawa's Snow Clearing Assistance Program, for seniors aged 65 plus and people with disabilities, handles the City sidewalk and the driveway windrow only, and windrows only once they reach 20 cm.
